Rodolfo Noel Imperial Lozada, Jr., popularly known as Jun Lozada, is the former president of the Philippine Forest Corporation, under the Department of Environment and Natural Resources. In February 2008, he accused First Gentleman Jose Miguel Arroyo and former Comelec Chairman Benjamin Abalos of involvement in the awarding of an anomalous contract to Chinese telecommunications firm ZTE.

Early life and career
Lozada was born to a Chinese father who changed his surname to Lozada and a Filipino mother. Lozada graduated from the University of Santo Tomas at Manila in 1984 with a degree in Electronics and Communications Engineering. He became president of the PFC Philippine Forest Corporation, an agency of the Department of Environment and Natural Resources, on its creation in 2004.

NBN/ZTE controversy

Lozada served as a technical consultant to former Socioeconomic Planning Secretary Romulo Neri on the Philippine National Broadband Network (NBN) project.

Hours before Lozada was scheduled to attend a Senate hearing on January 30, 2008, he fled the country for Hong Kong, prompting the Senate to issue a warrant of arrest against him. He returned to the country on February 5 and was alleged to have been picked up government security agents, an act which Lozada later claimed was against his will. He publicly resurfaced on February 7, accusing First Gentleman Jose Miguel Arroyo and former Comelec Chairman Benjamin Abalos of involvement in the awarding of an anomalous contract to Chinese telecommunications firm ZTE.
In September 2008, the Court of Appeals dismissed Lozada's petition for writ of amparo, rejecting the claim that he was kidnapped by government agents, and citing a lack of evidence on his claim of threats to his life and security.

Perjury case
In July 2008, former Presidential Chief of Staff Mike Defensor filed a perjury lawsuit against Lozada for testifying under oath that Defensor had paid Lozada P50,000 to change his statement that he was not kidnapped at the Ninoy Aquino International Airport when he arrived from Hong Kong at the height of the Philippine National Broadband Network controversy. Lozada was arrested for perjury on April 29, 2009. Defensor has said that he is willing to withdraw the perjury case if Lozada would retract the allegations against him. Lozada has declined to post bail, and has pleaded not guilty to the charges.
